The lack of standards and vague definitions and bounce codes lead to a lot of confusion surrounding the reasons emails bounce. Sometimes it is even difficult to tell the difference between a hard and soft bounce as some ISPs label some undeliverable messages as “User Unknown” as a way to discourage spammers from mailing to those addresses, even if the problem is a temporary one.

The ability to identify each bounce accurately is important. Messages that have a temporary issue that prevents the messages from being delivered are called soft bounces, and it is okay to resend the messages to these accounts as the message is usually delivered on the second or third attempt. Conversely, messages that have permanent delivery issues are called hard bounces, and it is not okay to resend messages to these accounts as they will never get through. ISPs track the number of bounced messages each sender generates and if the numbers reach a certain threshold, the sender’s reputation is damaged and its messages will be blocked.
